Xinhua News Agency reported that a few days ago, the General Office of the State Council issued the "Guiding Opinions on Further Building a High-Quality Charging Infrastructure System" (hereinafter referred to as the "Guiding Opinions"), requiring that Xi Jinping's thoughts on socialism with Chinese characteristics in the new era be guided and fully implemented. The spirit of the 20th National Congress of the Communist Party of China, in accordance with the basic principles of scientific layout, moderate advancement, innovative integration, safety and convenience, will further build a high-quality charging infrastructure system.
The Guiding Opinions propose that by 2030, a high-quality charging infrastructure system with wide coverage, moderate scale, reasonable structure, and complete functions will be basically established to strongly support the development of the new energy vehicle industry and effectively meet the people's travel charging needs; build a charging network with urban surface, highway line, and rural dot layout, and strive to exceed the proportion of urban registered electric vehicles in large and medium-sized urban operating parking lots with standardized charging conditions, the coverage rate of charging services in rural areas has steadily increased; the charging infrastructure is complementary in speed, intelligent and open, charging services are safe, reliable, economical and convenient, standards and market supervision systems are basically improved, industry supervision and governance capabilities have basically been modernized, and technical equipment and technological innovation have reached The world's advanced level.
The guidance clearly defines five tasks. One is to optimize and improve the network layout. Build a convenient and efficient intercity charging network and an interconnected urban agglomeration metropolitan area charging network, and speed up the completion of the road network charging infrastructure between key cities. Build a well-structured urban charging network, focusing on "two areas" (residential areas, office areas) and "three centers" (commercial centers, industrial centers, and leisure centers). Construction of effective coverage of the charging network in rural areas, in the better-based areas as needed to create charging infrastructure construction application demonstration counties and demonstration towns.
The second is to speed up the construction of key areas. Accelerate the promotion of fixed parking space charging infrastructure in existing residential areas should be fully installed, strictly implement the requirements for the construction of charging infrastructure in new residential areas, and speed up the formulation of management guidelines for the construction of charging infrastructure in residential areas on a city-by-city basis. Focus on the construction of parking lots for buildings such as the "three centers" and public parking lots such as transportation hubs and parking transfers to accelerate the construction of public charging infrastructure.
The third is to improve the level of operational services. Promote diversification of investment in charging infrastructure. Continuously improve the standard system and enhance the ability to lead the internationalization of standards. Encourage provinces (autonomous regions and municipalities directly under the Central Government) to build charging infrastructure supervision and operation service platforms, and standardize charging infrastructure information management. Improve the industry access conditions and management policies, compact the product quality and safety responsibilities of related enterprises, and strictly manage the quality and safety of construction and installation.
The fourth is to strengthen the leadership of scientific and technological innovation. Vigorously promote the application of intelligent charging infrastructure, actively promote the intelligent transformation of distribution network, and strengthen the interaction between electric vehicles and power grid energy. Accelerate the research on technologies such as fast charging, high-power charging, intelligent and orderly charging, wireless charging, and collaborative control of optical storage and charging, and continuously optimize the technical performance of electric vehicle batteries.
Five is to increase support for security. The main responsibility of pressing and compacting local governments to promote the development of charging infrastructure. Implement the peak and valley time-sharing electricity price policy, before 2030, the implementation of two-part electricity prices of centralized charging facilities to waive demand (capacity) electricity charges. Local governments at all levels should establish a coordinated promotion mechanism, further strengthen the protection of land, funds and other charging infrastructure development elements, and continue to track and solve key and difficult problems.
